Mr. Elubu Joseph is a distinguished Ugandan Information Technology professional, academic, researcher, and systems administrator whose work continues to shape the digital and academic infrastructure of Kumi University and influence ICT development in Uganda. With a career marked by over eight years of progressive experience, Mr. Elubu blends technical expertise, academic rigor, and institutional leadership to drive digital transformation and educational advancement.

He began his professional journey at Kumi University in February 2017, where he currently serves as the Head of the Department of Information Technology. His contract with the university runs through June 2028, underscoring the institution’s confidence in his leadership and long-term vision. In his current role, he lectures at both undergraduate and postgraduate levels, supervises research, and oversees departmental operations, curriculum development, and digital infrastructure.


🎓 Academic and Professional Background

Mr. Elubu holds a Master of Science in Information Systems from Uganda Martyrs University and a Bachelor’s Degree in Information Technology from Kumi University. His professional focus lies at the intersection of Internet of Things (IoT), Information Security, Systems Administration, and ICT for Development (ICT4D)—areas that have high potential for social impact in developing regions.

He is proficient in several programming languages including C, Java, and PHP, and has hands-on expertise in system integration, cloud computing environments, and enterprise resource planning systems.


🔬 Research and Innovation

As a researcher, Mr. Elubu is leading a project that exemplifies practical, impactful use of technology: the development of an intelligent street lighting system powered by solar energy. This IoT-based system uses Light Dependent Resistors (LDRs) and current sensors to monitor the status of street lamps and power sources in real-time. It is integrated with a web-based control center, which enables municipal authorities to access live data and analytics for efficient energy use and maintenance.

This system has been piloted in Soroti Municipality as a case study and demonstrates how smart infrastructure can improve public safety, reduce energy waste, and support environmental sustainability. His research stands out as a model of technological innovation with local relevance, and aligns with Uganda’s broader goals of smart urbanization and digital transformation.


🧑‍🏫 Academic Contributions and Teaching

Mr. Elubu has taught a wide range of foundational and advanced IT courses. His teaching portfolio includes:

  • Computer Maintenance I and II

  • Mobile Application Development (for the Postgraduate Diploma in Information Technology)

  • Introduction to Object-Oriented Programming

The following year, in 2023, he spearheaded the development of two new programs—Bachelor of Computer Science (BCS) and Diploma in Computer Science (DCS). Notably, both were approved by the National Council for Higher Education (NCHE) without requiring any revisions—a rare achievement that reflects his attention to academic excellence.

In addition to his academic and technical responsibilities, Mr. Elubu plays a significant role in university governance:

  • He has been a member of the University Senate since 2018, contributing to academic planning, quality assurance, and policy development.

  • Since 2022, he has served as the Academic Staff Representative to the University Council, the supreme policy-making and oversight body of the university.

  • He is also the Vice Chairperson of the Appointments and Disciplinary Committee of Council, a key position in which he helps guide the recruitment, promotion, and disciplinary processes for university staff, ensuring transparency, meritocracy, and institutional integrity.

His governance responsibilities place him at the heart of institutional leadership, where his voice shapes decisions that affect thousands of students and staff.

As a seasoned systems administrator, Mr. Elubu has led several high-impact digital transformation projects at Kumi University, including:

  • The planning, installation, and management of the Campus Area Network (CAN)

  • The customization and deployment of the University’s ERP and E-Learning platforms

  • The successful installation and customization of the Koha Library Management System, which significantly improved library resource access and digital cataloging

  • The redesign of the university website in 2017, and the successful recovery from a redirection attack through timely updates and security patches

  • The ongoing upgrade of the university’s Moodle platform, hosted in a cPanel environment, aimed at improving user experience and system performance

These projects demonstrate his capability in IT infrastructure planning, cybersecurity, and educational technology systems management.


🌍 Innovation and Institutional Development

In 2024, Mr. Elubu authored a UGX 4.48 billion funding proposal for the construction of a fully-fledged Innovation Hub at Kumi University. This visionary project, now under consideration by the university management and the Ministry of ICT and National Guidance, aims to:

  • Provide a collaborative space for students, faculty, and community innovators

  • Enhance technological capabilities and innovation culture in the Teso sub-region

The Innovation Hub is expected to be completed in 18 months and will serve as a beacon for digital innovation and socio-economic development in Eastern Uganda.
